Which areas are you talking about specifically? I'm farming UW right now and the same 3-4 skellies are on the bluff facing wastes.

Chest items and loot from the Mausoleum is no longer inscribable so you can get spears and scythes without inscriptions but, instead, an inherent mod.
Inscription-haterz might like these, just saying.

No, that's the thing. There is an ENORMOUS difference between 3 and 4.
Before, that place always had a group of 1, and a group of 3 hanging out, for a total of 4. Now, it is a group of 1, and a group of 2, for a total of 3. The 1 and 2 will aggro separately.
Just outside the chamber on the way towards serpent mountain, there is a side path to a dead end with 2 aatxe, and what used to be a group of 3 skeletons: now 2. And outside the gate leading to the obsidian behemoths, another group of 3 that is now 2. When just entering the vale there was a dangerous spot with two groups of 3, these are now 2 groups of 2.
The best evidence is I can't even find ANY group of 3 (meaning one party, they all aggro together no matter their distance) anymore.

Sigh. Those hats aren't really my cup of tea at all.
Not even sure if I want to say A for effort. What happened to themed hats?

Anet decided to sell the real Halloween hats they had designed in the cash store instead, and then only had 5 minutes left to come up with something else?

Why would we want to have yet another creepy hat if we already got one for just about every stock movie monster? I like some kawaiiness for a change!

I'm personally glad they're doing something different this year. I didn't want yet another variation of facepaint and another oversized, lame-looking mask that nobody will ever wear anyway. At least these ones might actually be worn by people for more than 3 hours. >.>

I can't speak to all the locations since I only do the chamber ones - faster just to re-enter than to go to the others.
But the group at the dead end with the two aatxes has always varied between 2 and 3 for me and is still doing that - sometimes only 2 sometimes 3.

My warrior never took off his skeleton face paint mask since he got it.
Coolest mask ever.

Yeah, I was more talking about the fugly masks there (scarecrow/werewolf/charr). The facepaint is ok, but imo 2 variations (3 if you include the lich costume one) is enough. Still glad they're doing something different this year.

The facepaints would be cooler if you could wear your regular headgear with them. Last year I Photoshopped together screencaps of my Dervish wearing the skeleton paint and her Primeval hood and it was awesome looking.
